Renters’ Rights Bill – What It Means for Landlords and Tenants in Farnham

Key changes in the Renters’ Rights Bill

  • End of “no-fault” evictions (Section 21):
    Landlords will no longer be able to evict tenants without giving a reason. Instead, specific grounds for possession will apply, such as selling the property, moving back in, or persistent rent arrears.

  • Rolling periodic tenancies:
    The traditional fixed-term assured shorthold tenancy (AST) will be replaced with open-ended, rolling tenancies. Tenants will have more flexibility to move, while landlords will need to plan for shorter notice periods.

  • Stricter rent increase rules:
    Rent can only be increased once a year, and tenants will have the right to challenge any rise they believe is above market value. “Bidding wars” where multiple tenants compete with higher offers will be banned.

  • Upfront payments capped:
    Landlords and agents will be restricted from asking for more than one month’s rent in advance, helping to reduce upfront moving costs for renters.

  • Higher property standards:
    The new “Decent Homes Standard” will extend to private rentals, meaning landlords must ensure properties are safe, well-maintained, and free from hazards such as mould and damp.

  • Stronger enforcement and accountability:
    A new landlord database and ombudsman system will increase transparency, with tougher penalties for non-compliance and rent repayment orders for tenants where standards are not met.
